About
Jenna Dolecek is an international criminal investigations consultant specializing in geospatial analysis. She uses satellite imagery as evidence of conflict-related crimes—war crimes, crimes against humanity, and genocide—in international and domestic courts. She has worked for numerous NGOs around the world and has advised the Ukrainian government and the Kurdistan Regional Government on open source investigation and the use of satellite imagery. At the United Nations Independent Investigative Mechanism for Myanmar, she helped build and run their open source investigation unit and managed their geospatial program in partnership with UNOSAT. Across these roles, Jenna has navigated a wide range of challenges when it comes to procuring and using satellite imagery as evidence of conflict related crimes.
She also teaches analysts, investigators, lawyers, and others how imagery is created, how to interpret it, and how it fits into investigations and cases. Her work bridges the technical and the legal, closing the gap between two worlds that speak very different languages but increasingly depend on each other. She first began this work while obtaining her Master of Laws (LLM) in International Human Rights and Humanitarian Law from the University of Essex.
